McDowell Engineers and Associates manages locomotive rebuild programs for clients including the NCDOT Rail Division. These projects begin with purchase specifications and rebuild plans. We oversee the purchase of heritage locomotives from surplus sellers and manage mechanical teams. New parts are acquired, and unavailable parts are designed and manufactured as needed. Reassembly and painting are completed following provided documentation. Test programs are defined and managed to ensure that rebuilt locomotives meet modern performance standards and comply with all regulations.
